When growing lettuce and spinach from seed, what does it mean when it comes up with more stem than leaf?

I’m attempting to grow lettuce and spinach in a pot, indoors under a light. They now have 2" of stem, very little leaf and most have tipped over and are resembling ground cover instead of salad:)

Probably not enough light. It’s stretching to get closer. Also the light should be on a long time. Maybe a south window ledge would be better. But not much natural daylight this time of year..
